Elsie L. Scott, Ph.D., president and chief executive officer of the Congressional Black Caucus Foundation, was the guest speaker at the Civil Rights Awards Breakfast held during the National Organization of Black Law Enforcement Executive’s 31st annual Training Conference and Exhibition. Dr. Scott, the former executive director of NOBLE, focused her breakfast keynote on “What Did We Learn from the 1967 Riots?”

Dr. Scott was named CBCF president and CEO in February after having served in those positions for the prior seven months in an interim capacity. She joined the Foundation in October 2005 as its vice president of research and programs. Dr. Scott has also held several management positions with the City of New York, the District of Columbia and the City of Detroit. She has served on the faculties of Howard, Rutgers, North Carolina and several other universities and provided consulting to federal agencies, local governments and private associations. During her tenure as NOBLE executive director, the organization experienced phenomenal growth in finance, membership and national stature.

A Louisiana native, Dr. Scott began her career as a political scientist, specializing in American government and earned her doctorate in political science. She has been an outspoken advocate on issues impacting the African-American community and has published numerous articles on crime, hate violence, law-enforcement training and management and women’s issues.
